DHCP Relay doesn't receive OFFER msg

Please let me know the reason. Is there any issue in ISC DHCP relay over p2p or tun link to communicate with DHCP Server.

AFAIK the ISC server and relay agent still have the limitation that they cannot use non-broadcast interfaces. So "ethernet like" interfaces are OK, but point-point interfaces generally don't work. I don't know the details, but from memory it's something to do with the way that handle raw packets so as to be able to deal with packets that teh IP stack would normally ignore (or not allow the software to send).

I believe there is a complile time option that will allow the server to work over a non-broadcast interface - but then it cannot handle local (not connected via relay agent) clients. Doing this on teh relay agent wouldn't be useful as then it would be unable to communicate properly with the clients.
Can you run the relay agent on a device that doesn't use a non-broadcast interface to communicate with the server ? The relay agent doesn't have to be in a router - it can be in any device on the remote network.
