Are you sure it's DHCP that's the issue? 30-40 seconds sounds like the
normal amount of time for your switchport to come up and negotiate
spanning tree if it isn't configured for (cisco-esque) portfast. What
does a simultaneous packet capture (on both the client and server)
show?
