DHCP Wildcard issue

I have been struggling to get the DHCP MAC address wildcard working.  I
have been through a bunch of documentation and forum searches but nothing
seems to be the right fix.

Below is the entire dhcpd.conf file.  Any ideas where the issue is?

 Serial Number 2001031201
deny bootp;
ddns-update-style none;
option option-60 code 60 = string;
option option-66 code 66 = string;
option option-67 code 67 = string;
option option-150 code 150 = string;
