NO IT ISN'T !
Your failover configuration includes the subnet and pool declarations which you have not provided.

Have you by any chance tried to configure a pool with only one address in it ? If so then this does NOT work - I suspect it keeps trying to rebalance the pool so neither server has 0 free leases.
