DHCP load balacing flooding messages

According to the log message you have *one* IP address in your pool. I 
believe the DHCP failover implementation is based on having more than
one IP address available!

In a normal failover pair, with normal sized pools, these "balancing
pool" / "balanced pool" will typically occur every max-balance seconds
(we used 900 seconds).

I suggest you try again with more normal sized pools.
