high water mark wrong

'ctlinnd renumber' probes overview and get hi/lo mark and
update if hi > current_hi or lo < current_lo.  As to overview,
hi is updated if stored overview has larger article number
in Xref.  The case means your server ever had such overview
data.  As to active, I have no idea why it was not updated.
