COMPRESS set to no-compress-found-during-configure even if gzip installed

I have INN 2.2.2, on a Debian GNU/Linux system with gzip, but without
compress.
configure sets the COMPRESS variable to
no-compress-found-during-configure, even though gzip would be a
perfectly adequate substitute for decompression purposes.
This prevents (for example) actsyncd from operating.
If COMPRESS is required to be a real compress for compression purposes
then perhaps configure should add a DECOMPRESS variable which can be
either gzip or compress (or whatever else might be used for this
purpose).
