inn-2.3.0, expire with delayrm, tradspool, seems not working

I discovered a new flag to news.daily, 'noexpireover', not mentioned in the
man-page.  Doing `news.daily noexpire noexpireover' did the trick.  However,
that seems to be a flawed script which allows 'noexpire' without implying
'noexpireover' when that doesn't work.
