can't start inn

Hello inn-bugs,

There is a problem in starting inn 2.3.2 version
I have installed it. But I have installed it with

/* Define if you have the <db1/ndbm.h> header file.  */
#undef HAVE_DB1_NDBM_H 1

or else (if I use #define HAVE_DB1_NDBM_H 1) I got errors when was trying to "make" after "./configure":

/usr/src/inn-2.3.2/authprogs/ckpasswd.c:96: undefined reference to `dbm_close'

I have done all needed preparations for inn to start. I login as a "news" user. And then I do
/usr/local/news/bin/rc.news
I see following:
Starting innd.
Scheduled start of /usr/local/news/bin/innwatch.

But I cannot connect to my server. And I see that port 119 is not accepting connections. When I try to
/usr/local/news/bin/rc.news stop
I see
No innd.pid file; did server die?
Can't send "shutdown" command (sendto failure) No such file or directory.

And I have to kill process manually. What can it be?
