How to start inn?

Did you do `make install` as root?  Check to see if
/usr/local/news/bin/inndstart is suid root:

news at drusilla:~/bin$ ls -l inndstart 
-r-sr-x---    1 root     news       133676 Jan 12 15:50 inndstart

The same applies to startinnfeed:

news at drusilla:~/bin$ ls -l startinnfeed 
-r-sr-x---    1 root     news       127289 Jan 12 15:52 startinnfeed
