#108: Use of a CANCEL command instead of MODE CANCEL

innd currently recognizes MODE CANCEL which expects afterwards a series of
message-IDs to cancel.
This mode is especially used by perl-nocem.
We should implement a better NNTP command. For instance, CANCEL (with a
message-ID as argument). It should also be documented in an Internet-
Draft, explaining its use, its response codes, etc.
Maybe nnrpd could also use it.
