I disagree; it's saying specifically that they're case-sensitive:

Practically all existing software treats newsgroup names as
case-sensitive.  A flag to actsync that would let you choose whether you
want case sensitivity or not would probably be a good idea, but just
making it case insensitive isn't; all of the rest of INN is
case-sensitive, so it would cause confusion when this one piece acted
differently.

The new RFC 1036 revision simply mandates lowercase names.
