pullnews "optimized mode"

This patch adds "-O" option, which avoids downloading the whole article from
upstream if the downstream already has it (adding small overhead by using STAT 
on both the upsteam and downstream).

Should help with big articles (binaries) and/or slow/congested downstream
servers.
