Then you didn't follow the installation instructions, which state quite
clearly that you have to make inndstart owned by root and setuid.  Even "make
install" checks this and prints up a big warning on the screen if you don't
run it as root.

Bullshit.  Nobody other than root can bind to a socket less than 1024.  If you
lie to the people who are trying to help you, they will stop trying to help
you.
