Importing groups from previous INN

I'm trying to import my old groups and messages from INN 2.2. This is
what I'm doing:
adding all groups I had in INN 2.2
copying /spool/news/ from inn 2.2
updating active file manualy to match first,last post numbers in spool
makehistory
makedbz -i
renamig history.n.* to history.*
launching INN 2.3.1

And when I connect with newsreader, INN says, the groups are empty (no
new headers). Only new posted headers are downloaded ok.
How may I correctly import my old groups/posts ?
