rnews error: occasional "Permission denied" messages

rnews -U skips dotfiles, but if the filename is specified on the command
line, that doesn't apply.

I'd suspect that there is some sort of wrapper script involved here that is
grabbing the filenames and handing them to rnews, resulting in that
occasional error.  Skipping that step and instead just using rnews -U would
cure it, if so.
