You might want

   Linkname: INN 2.x FAQ
        URL: http://www.eyrie.org/~eagle/faqs/inn.html

or

Linkname: Setting up a server with no external feeds, just local
             groups
        URL: http://www.eyrie.org/~eagle/faqs/inn.html#3.6

in particular. Except that it hasn't been updated recently (Russ?) and so
refers to nnrp.access instead of readers.conf. Well, anyway, see below.

Did you try the manpages? They exist for virtually everything in INN. If
your MANPATH is configured correctly:

~ > apropos passwd.nntp readers.conf
passwd.nntp [passwd] (5) - passwords for connecting to remote NNTP servers
readers.conf [readers] (5) - Access control and configuration for nnrpd

That is, you want the latter. If you still have questions after reading
the manpage for readers.conf and looking at the sample readers.conf,
please ask again.
