Getting the News Feeds and servers peering

Sorry for a very basic question that I asked.

I'm still configuring my Newsgroup server that running on INN 2.3.2.
I'm trying to get free news feeds from various of newsgroup servers.

1) Do you have the recommeded list of those servers. ?
2) Do I have to get the permission from them to make peering for news
feeding. ?
3) Can I allow other servers to get he news feeds from my servers ? Where
should I do it ?
3) Can INN do the news feeds filtering ? Where should I do it ?
