It was an early form of innfeed that read the news log as it was written
by innd and used that to propagate news to other sites.  I think that at
this point innfeed has completely replaced it and we can drop support for
it.  So far as I know, no one ever updated it for the storage API (we
dropped it from the INN CVS repository a long time back).
