Manifest

We need to be more attentive to updating MANIFEST when we add things.

Does the first line of mkmanifest need to see Perl in /usr/local/bin?  (By 
the way, it appear to run fine with -w, so we could add that.)

Any idea what could explain this?

[tigana:src/inn/inn] jeff% cvs update
...
cvs server: Updating doc/man
U doc/man/pgpverify.1
U doc/man/pgpverify.8
...

Very odd.
