Hello,

ok I'll try to explain simple why your inn instalation
is using /etc/news/readers.conf and not as you think
/usr/local/news/readers.conf.

Here you have only one auth section named
"rogerio.dr.ufu.br"

Inn loads it's configuration file from:
/etc/news/inn.conf

You are connecting from marcos.dr.ufu.br

After your "connect" Inn loads the readers access rules from
/etc/news/readers.conf      !!!

Inn check your host name and found that it doesn't
match the first auth section named "localhost".
Do you see auth section named "localhost" in your
readers.conf (e.g. the one which you think is loaded)?
I mean something like

auth "localhost" {
   .....
}

Then Inn tries to proceed to the further auth sections.

Inn doesn't find more auth sections to check.

Since no auth section matches your host you are rejected
with "no permission" error.
