502 error on connecting

Hello All,
I am new to the Installation and Configuration of INN. I downloaded inn
2.3.0.tar.gz. I have installed it on SuSE Linux Machine.
Initially I had the problem that it was reporting BIND ADDRESS ALREADY IN
USE.
Then using config.h, I configured it to run on PORT 790 which is not being
used by any other services.
Now inndstart runs on this PORT using the command inndstart -P 790.
I have added the group also using ctlinnd.
For all this, I had taken help of install.ms file.
Now my problem is that when I try to connect from any client such as Outlook
Express to this server, it gives the error message as """502 You have no
permission to talk. Goodbye.""".
We want to use it for our Internal purpose. We don't have any restriction
and is of very simple use where anybody can read and post the news from any
of the groups.
I have taken help of install.ms file but some of the things like newsfeeds
and other configurations, I am not understanding how to do.
In my case, since it is internal, all the IPs are in the range
172.16.0(0-50).0(0-255).
If we want to use the FQDN then it will be <user>.catsglobal.co.in
Please suggest me, what are the things I should configure and in which file.
If possible, please give me the exact syntax.
