storage.cof modified but server still throttled

Here is a bigger copy of my expire.ctl. I did not copy the very first part 
which is the one explaining briefly the format of the file. The only other 
change was to put 1:A:never:never:never because I only have one classe and 
I want to keep everything (mine are only private news group)
