storage.cof modified but server still throttled

Hmm, I just ran `inncheck -pedantic` on the file you sent, and I didn't 
get that message.  What version of INN are you using?

Is it possible there's some sort of hidden character -- like DOS-format 
newlines instead of Unix ones?
