New 2.4.2 testing release

I've replaced <ftp://ftp.isc.org/isc/inn/testing/inn-2.4.2.tar.gz> with
the current STABLE branch and have installed it on a test server here.  In
the absence of any problems, I'm going to release it as an official 2.4.2
on Thursday.  (Finally.)
