SERVER perl filter not defined

You don't have a filter_innd.pl.

That's for nnrpd, not for innd.  There are two different embedded filters,
one for innd and one for nnrpd.

There's nothing wrong with that message, btw.  It just means you aren't
filtering incoming news, just running the filter on local posts.
