Please don't modify the local copy of the GPL (although we may want to
update it to the latest text of the GPL version 2 from the FSF).

Otherwise, this was a common coding style convention once upon a time to
separate major sections of a long file.  But we're not using it
consistently, so it's probably best to just get rid of it.

I think it may be worth leaving the Ctrl-Ls in the documentation files,
though, particularly doc/history, as they do affect pager behavior.
