New INN committer

Hello everyone,

Julien ÉLIE has been doing great work recently finding problems, proposing
patches, and responding to bug reports, and rather than having all of his
work waiting on me to find cycles to commit it, it seems right that he be
able to commit it directly.  I've given him commit access to the INN
repository.

As has been painfully obvious, I've had almost no time to work on INN for
quite a while.  I still hope to change that, at least to a degree, in the
future, but given that my group is currently down five people, my time is
going to be even tighter for the near future.

My top priority with INN, if I can manage to surface long enough to finish
it, is to release INN 2.4.4 and then set up some sort of bug tracking and
patch management system so that all of the pending work isn't kept in TODO
lists, saved mailing list messages, and saved news.software.nntp posts.
Hopefully I can get something like Trac, which seems to work well for
other projects, set up.
