control.ctl has always allowed specification of rules for random other
control messages, and it used to be common to have rules for things like
sendsys and the like.  I would hope that any other software that parses it
would treat these lines like rules for unknown control messages and not
get overly upset.

It's possible that I'm too optimistic, though.
