Perhaps you could provide a list of features for "before release" and 
"eventually" in 2.5, which could be discussed on the list and would be a 
near term roadmap for the next maintainer.

I see no reason why those duties could not be split, and it might make 
filling the positions easier not to require both administrative and 
technical contributions. Since I no longer lead the nntp team at SBC I 
lack resources and time to offer to do either part of these duties, but 
reducing the scope of any job makes it easier to get volunteers.
