The control.ctl file is used for *articles* which arrive to your news server (there is a controlchan entry in your newsfeeds file).
It is useful when a hierarchy administrator wishes to add a new group: he sends a special article which is then processed by your news server.

I think the easiest thing would be to run "actsync" on the second news server.
Put it in your crontab (each hour for instance).
