Are you running this as root? Only root can bind ports < 1024, this is
why normally nnrpd is spawned by innd with sufficient permissions or
(x)inetd, if necessary.
If you want to let nnrpd listen on the NNTPS-port, try using xinetd.
Works without problems here.
