Just to clarify for the record, running ctlinnd like that does not result 
in innfeed being totally restarted -- it's still the same instance (same 
process ID for example) just refresing its internal config.  So even if 
you've compiled and moved the new binary to the right spot, the operating 
system still won't be loading it.

If you had killed innfeed entirely (and let INN spawn a new one) that 
would have been enough.
