[PATCH] Fix python_access on 64bits hosts

That's great news!
(In case the errors in other components are worth being fixed, do not hesitate
to tell us.)

I also changed the order of the inclusions because, according to the Python
documentation, Python.h must be included before any standard headers are
included, because "Python may define some pre-processor definitions which
affect the standard headers on some systems".

I see that support in Gentoo for the last released INN 2.5.2 version was
requested in a comment here:
    https://bugs.gentoo.org/show_bug.cgi?id=300650

I hope it will make its way to Gentoo.
