INN2 Not Launching Properly

I suggest to keep the permissions as they currently are.
It is a known issue in Debian/Ubuntu that has been fixed in the latest 
2.6.0-1 package:

inn2 (2.6.0-1) unstable; urgency=medium

[...]
   * Fix inncheck --perm.
[...]

However, I really suggest to fix the following issue, that is probably 
the reason for innd not to start:

/etc/news/newsfeeds:102: relative path for inpaths!
/etc/news/newsfeeds:102: `ninpaths' is not executable for inpaths!
/etc/news/newsfeeds:104: undefined multiplex `innfeed!'
