Transit server not transmitting all articles

For the archives and possible future reference, the issue was brought along by how "C20" works for articles without a Followup-To: header field. Followups are considered to be sent to the same newsgroups as the original post (and not 0 or 1).
I've improved the wording in newsfeeds documentation to clearly explain that:
C count
If this flag is specified, an article will only be sent to this
site if the number of groups it is posted to, plus the square of
the number of groups followups would appear in, is no more than
count. 30 is a good value for this flag, allowing for instance:
· crossposts to only 5 groups when followups aren't set;
· crossposts to up to 26 groups when followups are set to two
groups;
· crossposts to up to 29 groups when followups are set to a single
group;
· crossposts to up to 30 groups when followups are set to poster.
Note that if an article does not contain a Followup-To: header
field, the number of groups followups would appear in is the number
of groups it is posted to.
