how to build Website IRR

Hi.
I tried
http://www.rutherford-research.ca/downloads/irr/rrx_nx_php_perl_irr_web_v_1_03.tar.gz
But have something error.
When i Click Gigapop Report or Router Configs. I said that: Cannot
file ...../Disabled.php
So i edit file: side.php in irr directory .
Change Disabled.php -->

So Please Help me.
And I think "rrx_nx_php_perl_irr_web_v_1_03.tar.gz" is Old Version./
