To use the subnet commands hook you would need to subscribe to support it seems:

"libdhcp_subnet_cmds.so is available only to ISC customers with a paid
support contract."

I am not sure about the kea-ctrl-agent message as I don't find that
text in the ARM.  There should be an entry for this message in:
https://kea.readthedocs.io/en/kea-2.4.1/kea-messages.html#ctrl but I
don't find one.
