Also, If you have the resource to get both servers and networking set up prior, I will suggest you build them and test them before the production. Imagine you have config the leases as 48 hours, then you make the configuration changes during the maintenance window. But it will wait until after 36 hours you will find if the HA works or not, which may happen during the normal hours. Or you can adjust your lease time to like 1 hour and then make the changes during the maintenance window. And you will also need to design and test your failover conditions before the changes.

I will suggest you build a lab for HA first and config and test, then you build the production server and test it before using in production.

Hi,

A failover peer can be added later.  You can start with no HA
configuration and add it later.  Please note that you should plan to
do it during a maintenance window, however, as leases will need to be
synced between the two and DHCP services will be stopped during this
time.  If you have a lot of leases, this process can take a few
seconds or even minutes depending.
