[Kea-users] Is max-rejected-lease-updates a commutative or rate limit?

Couldn’t find an answer in the docs, also couldn’t easily find it in the source code.

in the HA config, is the ` max-rejected-lease-updates` value cumulative (i.e.. 10 over the lifetime of the process) or based on a rate limit (i.e.. 10 in the last 60 seconds)?
