[Kea-users] lease reclamation disabled on backup server

Hi,

It appears to me that lease reclamation is disabled on backup servers on Kea
3.0.

I'm running kea-dhcp4 3.0.2 (isc20251017150356 deb) in a load-balancing HA
setup with memfile lease-database.  I'm using three servers: a primary, a
secondary, and a passive backup.  Automatic lease reclamation works fine on
the primary and the secondary, but does not happen on the backup server.

Using the same setup, but with 2.6.4 (isc20250717094354 deb), lease
reclamation does take place on the backup server.

It appears to me that this change was introduced in 2.7.7 with commit
04f61c8758d541eba5018c673b1ad2daaf9a62c5, but I don't understand whether
the observed behavior is intentional or an unfortunate side effect.  Or if I'm
completely off track.
