[Kea-users] lease reclamation disabled on backup server

Hi Kåre,

This change is intentional (see:
https://gitlab.isc.org/isc-projects/kea/-/issues/3693) though the
intent wasn't specifically to change the backup server behavior but
rather the avoidance of reclamation during lease syncing.  This
sometimes triggered ddns deletes where none should have existed.  The
backup server (as noted in this chart:
https://kea.readthedocs.io/en/kea-3.0.3/arm/hooks.html#id10) never
enables the DHCP service.
