OpenReg was released as a work-in-progress when ISC's internal
funding for OpenReg development dried up. It is not a complete system
ready to drop in to any registry operator's network. It definitely
has bugs.
I am aware of several organisations who have either spent time fixing
OpenReg so that it is suitable for their purposes, or who have taken
parts of OpenReg (e.g. the schema) and have used it as part of
otherwise disconnected projects. I think it is fair to say that there
are many ccTLD registries who have benefited from the availability of
the OpenReg source code.
However, you should probably not expect OpenReg to work for you
unless you have developer time available to work on it. Deciding
whether OpenReg is an appropriate choice for you is something that
can definitely be done on this mailing list; complaining that OpenReg
doesn't work is likely to be less productive, however.
