Problems Installing OpenReg

Hello
first sorry for my english!!it is not very good
i'm trying to install openreh for NIC SENEGAL and i face some problems
when i try to start daemon ./msgq it fails and in the log file i have this
message : /opt/openreg/sbin/msgq: 49: Cannot fork!!
i don't know what to do!! please could someone help me?
