ISC DHCP footprint

As we have to run at least 3 different ISC DHCP tools on SD-B4s
(aka CPEs) (v4/v6 client, v4-over-v6 CRA and v4 server) it becomes
critical to reduce the flash footprint by moving to libtool *shared*
libraries.
I know how to do this but it is in the scope of the DHCP team so
should be done officially and in coordination. Note IMHO it is not
a technical point this is why it is only in copy to the list.
