exchange primary ns with secondary ns

hi all,
i wanna ask about exchange primary ns with secondary ns,
first i wanna show  my current configuration in IDNIC(Indonesia Network
Information Center) and my configuration in named file :

configuration in IDNIC

	ns1.jkt.elga.net.id.

question : can i exchange primary ns with secondary ns??, so a
configuration in IDNIC like :

Primary Server
	ns1.jkt.elga.net.id.
	202.95.140.34

Secondary Server
	ns.elga.net.id.
       202.173.64.11
	
and i have no idea a configuration in named file at ns1.jkt.elga.net.id and
at ns.elga.net.id.

can someone help me about this??
