mic.com.tw MX Record issues

My name servers are having trouble getting the mx records for the mic.com.tw
domain.

 

If I 

Dig mic.com.tw mx 

 

Against our name server that handle all external DNS queries I get

 

$ /usr/sbin/dig mic.com.tw mx

If I query their DNS servers I get

Now the name server listed for mic.com.tw never set the aa flag, so they are
considered lame. 

 

Not all the time but some of the times if I go back to our DNS servers right
after doing a +norec against their DNS server,  our DNS server will then
return a answer

Everything works ok till our cache expires. Why? Looking for some ideas?

Consequently we have email that consistently queues in our mail queues.

 

 

If I setup a zone type forward for mic.com.tw., pointing to there listed DNS
server mail never queues and everything appears good.
