Thanks to Michael van Elst who emailed me off-list with the solution.
The solution is to have /etc/default/init be in your chroot - that's
what /etc/TIMEZONE is usually a symlink to - but the file is referenced
that way in BIND, it's referenced by it's real path, so that must exist.

Can the FAQ perhaps be updated to reflect this?
