Unless you are using redunant servers, it sounds like what you are asking
for is the normal, default behaviour. The DHCP server normally gives out the
lease the client asked for. If the client does not specify a lease period,
the server gives it the default. If the requested lease is greater than the
maximum, it gives the maximum. If less than the minimum, it gives that.
With redundancy, there will be a short initial lease of MCLT, but then
the above rules apply.
