Strange behavior encountered with dhcp 4.0.0 on Solaris 10

I would focus my investigation on the /reception of packets/ by the
dhcpd process.  We've had a chain of problems on the Solaris platform
with the local flavor of raw sockets (some folks report having to use
'snoop' separately to get packets to flow to dhcpd).
